Washington Square
Date: June 12, 2008
On June 6, 2005, the City entered into a TIF 2 development agreement with Thomas and Judy Gross to provide a building exterior and interior renovation subsidy of a not-to-exceed amount of $83,160 for qualifying expenses to their building at 105-109 Washington Square. The agreement provided for a forty percent (40%) subsidy for the exterior renovations and 20-percent for the interior work.
The development agreement states the City shall make five (5) equal, annual installments. The second of the five payments will be $16,632. Staff requests authorization to issue the second subsidy payment to Thomas and Judy Gross in this amount.
This item is scheduled for consideration as a consent agenda item at the June 16 meeting of the City Council.

Denhart Interior Renovation

On January 18, 2005, the City entered into a TIF 2 development agreement with Thomas and Judy Gross to provide a building interior renovation subsidy of a not-to-exceed amount of $60,000 for qualifying expenses to the Denhart Building. The agreement provided for an approximate eleven percent (11%) subsidy for the interior renovations including demolition, electrical, mechanical, plumbing and general carpentry work.
The development agreement states the City shall make four (4) equal, annual installments. The second of the four payments will be $15,000. Staff requests authorization to issue the second subsidy payment to Thomas and Judy Gross in this amount.
This item is scheduled for consideration as a consent agenda item at the June 16 meeting of the City Council.

Re: City of Washington – Storm Siren
Bid – June 2008
As you are aware, the City of Washington, Emergency Services Disaster Agency (E.S.D.A.) budgeted for the replacement of two (2) Storm Warning Sirens on our FY ’08 – ’09 budget. These sirens are part of our plan to replace all the "Cold-War" era storm sirens within the city.
On Friday, June 6th, 2008 @ 4:00 p.m. the bids were opened. Bids had been tendered by the following vendors;
Bid #1 Ragan
Communications
#2 Ragan Court
Washington, Illinois 61571
Bid amount of - $37,348.00 Plus costs if underground trenching
is required.
As of this writing, the bid has been carefully reviewed by Chief Kuchenbecker and City Administrator Morris.
The Ragan Communications bid met all of the bid requirements and was the sole bidder on this project.
Therefore, I am respectfully requesting the Council’s approval and recommending that the bid for the installation of the Warning Siren system for the replacement of the Santa Fe Road and Cedar Street Warning Sirens be awarded to Ragan Communications Inc. of Washington, Illinois.
With the purchase of these two (2) sirens the entire City of Washington replacement program will be completed 2 years ahead of our schedule. All of the City of Washington’s ten (10) storm warning sirens will be less than 5 years old and should not have to be replaced for at least 50 years or more.

Funds have been budgeted for this purpose and staff recommends authorization of payment. This matter has been placed on the June 16, 2008 Consent Agenda.

Subject: Change Order – 2008 Curb
& Gutter Replacement (Westgate)
An amount of $200,000 was included in the street fund budget for curb & gutter replacement work during the current year. On April 7, 2008 the Council approved the award of the contract for replacement of curb & gutter, sidewalk and necessary driveway work on Westgate Road for an amount of $138,278.00. The contract was executed and work began on April 29. The project is about 50 percent complete at this time.
Staff is requesting the Council’s authorization to complete additional work as described below:
With this authorization the total contract amount will be $194,272 with the City’s cost being $173,473, which is still within the original budget.
This matter has been placed on the agenda for City Council’s consideration and action at the meeting of June 16, 2008.

Please find enclosed in your City Council packets for your review and deliberation a City of Washington resolution requesting the declaration of One (1) White 2002Chevy Impala VIN# 2G1WF55K539251924 & One (1) White 2004 Chevy Impala VIN# 2G1WF55KX49425911 as surplus property.
These vehicles have been used by the Washington Police Department for several years. Both of these vehicles have over 100,000 miles on them. The vehicles are in fair condition but are of no use to us and we would like to sell the vehicle.
I am respectfully requesting your approval to dispose of this vehicle.

WHEREAS, The City of Washington, Tazewell County, Illinois, presently owns One (1) White 2002 Chevy Impala VIN# 2G1WF55K539251924 & One (1) White 2004 Chevy Impala VIN# 2G1WF55KX49425911 on Exhibit "1" attached hereto and by reference expressly made a part hereof.; and
WHEREAS, said used One (1) White 2002 Chevy Impala VIN# 2G1WF55K539251924 &One (1) White 2004 Chevy Impala VIN# 2G1WF55KX49425911 is no longer necessary nor will it be necessary for use by the City of Washington and/or officials due to the availability of new or other vehicles; and
WHEREAS, the Chief of Police of the City of Washington has advised the Washington City Council that said vehicle is no longer necessary or useful to the City of Washington in its operations or in the performance of its programs and services; and
WHEREAS, the City Administrator of the City of Washington, Tazewell County, Illinois has caused to be prepared a list of said personal property. Which list has been forwarded to the Mayor and City Council for review and disposition and is attached hereto, marked Exhibit "1";
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WASHINGTON, TAZEWELL COUNTY, ILLINOIS, as follows:

WHEREAS, on the 7th day of July, 2008, the corporate authorities did, by no less than a three-fourths vote thereof, declare the personal property identified on Exhibit "1" attached hereto, and by reference expressly made a part hereof, to be "surplus property" as same was no longer necessary or useful to the City of Washington in its operations or in the performance of its programs or services; and
WHEREAS, it is the best interests of the City of Washington and its residents that said surplus property be sold by private sale, or otherwise as the Chief of Police shall determine to be acceptable, upon such price and such terms as the Chief of Police shall deem advisable:
NOW, THEREFORE, IT IS HEREBY ORDAINED BY THE BY THE CITY COUNCIL OF THE CITY OF WASHINGTON, TAZEWELL COUNTY, ILLINOIS, as follows:
Section 1. That ONE (1) White 2002 Chevy Impala VIN # 2G1WF55K539251924 & ONE (1) White 2004 Chevy Impala VIN # 2G1WF55KX49425911 identified on Exhibit "1" hereto attached and by reference expressly made a part hereof, previously designated by the corporate authorities as "surplus property" shall be sold by a private sale to be negotiated by the Chief of Police or his designee, for cash for such sum or sums, or as a trade-in on the purchase of other property for use of the Washington Police Department, as the Chief of Police shall determine, and the Chief of Police is hereby authorized to sell or trade-in such property.
Section 2. That the Chief of Police shall advertise the sale of ONE (1) White 2002Chevy Impala VIN # 2G1WF55K539251924 & ONE (1) White 2004 Chevy Impala VIN # 2G1WF55KX49425911 as he shall deem appropriate and necessary.
Section 3. That the City Administrator shall keep a complete inventory of the items of ONE (1) White 2002 Chevy Impala VIN# 2G1WF55K539251924 & ONE (1) White 2004 Chevy Impala VIN# 2G1WF55KX49425911 in such detail as shall be necessary to verify its proper and lawful disposition.
Section 4. That the Bill of Sale hereto attached, marked Exhibit "2" and by reference expressly made a part hereof, be, and the same hereby is, approved for the use in connection with the transfer of title to said vehicle, and that the Mayor and the City Clerk be, and hereby are, specifically authorized to enter hereto, marked Exhibit "2" and by reference expressly made part hereof for the transfer and sale of said vehicles.
Section 5. That this ordinance shall be in full force and effect from and after its passage and approval as provided by law.
Section 6. That all ordinances or parts thereof in conflict herewith are hereby expressly repealed.
