PLANNING COMMISSION MEETING MINUTES
WEDNESDAY, MAY 7, 2008 - 6:30 P.M.

The regular meeting of Wednesday, May 7, 2008 of the City of Washington Planning Commission was called to order at 6:31 p.m. in the meeting room at Washington District Library by Chairman Mel Joos.

Present and answering Roll Call were Commissioners Bill Bradle, Jeff Borders, Jeff Fuerst, Gary Moehle, Mel Joos, Bill Hartter, Doug Wilson, and Arnie Wiltz.

Also present was P&D Director Jon Oliphant and City Clerk/Planning Commission Secretary Carol Moss, Bill and Virginia Hexamer, Wes Kanaga, John and Marilyn Crandall and Mel Moehle.

Commissioner Fuerst moved and Commissioner Bradle seconded to approve the minutes of the January 2, 2008 Planning Commission meeting, as presented. 
Motion carried unanimously by voice vote.

A public hearing was opened at 6:32 p.m. for the purpose of hearing a Special Use request of Bill Hexamer to allow the construction of a 42' x 64' building at 704 Catherine Street for the storing of antique vehicles in an I-1 zoning district. Mr. Hexamer told the commissioners that the building constructed will be a FBI metal building. The building will be strictly for his own use, he will not rent out storage space. The building will be three colors which will reduce the visual height of the building. The building will have a concrete floor, water and sewer and infrared heat. The door will be fourteen feet high.

Mel Moehle, 1007 Kingsbury, said he is here to vouch for Mr. Hexamer. Bill is very particular and the building will be done right and the property will be well kept.

Wes Kanaga, 201 S. Cedar, said that his property will be the most affected by the construction of the proposed building. There has been a lot of conversation between Mr. Hexamer and Mr. Kanaga, and Kanaga said that neither he nor his wife have any objections to the granting of the Special Use and the construction of the proposed building. This will be a very dramatic improvement to the area, and he said that he and his wife are looking forward to the improvement. Hexamer has addressed any feasible problems that could ever come out of this.

The hearing was closed at 6:40 p.m. There were no registered interested parties.

Commissioner Bradle moved and Commissioner Fuerst seconded to recommend approval of the Special Use request of Bill Hexamer for property located at 704 Catherine Street. Commissioner Fuerst asked P&D Director Oliphant if the size of the building determines the number of landscaping points. P&D Director Oliphant replied points would not come into play on either Catherine or the actual buffer. P&D Director Oliphant went on to say that there are no setback problems.

Findings of Fact - application was made by the owner of the real estate located at 704 Catherine; proper fees were paid; public hearing was held on May 7, 2008; proper notice was published; property was posted; there were no registered 'interested parties'; all persons were given the opportunity to be heard; there were no objections to the granting of the Special Use; a plat showing the subject property was presented; adjacent and adjoining property owners were notified; the Special Use will not be detrimental to the public health, safety and general welfare; the Special Use will conform to all applicable regulations of the zoning district; adequate ingress/egress will be provided.

On roll call on the motion the vote was: 
Ayes: 8 Moehle, Borders, Hartter, Wilson, Wiltz, Fuerst, Bradle, Joos 
Nays: 0 
Motion declared carried.

The Special Use information will be forwarded to City Attorney Black for the writing of an ordinance which will be presented as first reading on the May 19 Council agenda and second reading on June 2.

There was no additional business to conduct and at 6:43 p.m. Commissioner Wiltz moved and Commissioner Borders seconded to adjourn.
